Those were sold directly by Foxconn as excessive inventory and never went to actual assembly line. They are brand new and come in bulk packaging. Only the motherboard is included. It supports up to 9900K processor, and dual channel DDR4 memories. It has 2 M.2 slots for NVMe SSDs, one M.2 for WLAN card.
The motherboard is a standard mATX and has standard 24pin and 8 pin power connectors, so they can be used in any builds. 9th gen CPUs are getting much cheaper nowadays so you can build a super budget PC with this motherboard.
