This adapter is made by PC Chips, and it's a passive socket adapter, meaning it will only function with Socket 478 CPUs with the Willamette core. It does *not* work for 400MHz FSB Northwood Pentium 4.
This isn't for upgrading a socket 423 system to a Northwood CPU, it's only for Willamette with the original unmodified adapter
Based on availability, there is a choice of using four elevation screws for your existing 423 cooler/bracket or getting the dual black plastic 478 brackets (limited availability) which will allow you to use a 478 cooler instead
